    The original owner changed the ignitor while the stove was off, but was plugged in.
    Since then it has not worked, The user control board does not light up, the motherboard has 120 vac at term 1-2. Wiring looks good, all connections have been checked as per manual.
    The high limit tests closed 1ohm
    Looking at it closer I noticed that the white wire (neutral) on the 120 volt ac input is fused with a 3 amp fuse. To me applying a fuse to the neutral would not do any good to protect the board
    I would like to know what testing can be performed before a new board is installed.

    Fuses should not be on the neutral line.
    Also a 3 amp fuse seems too low, since startup with the igniter usually draws more than that.
    Check or remove that fuse.
    Try to find a technical manual on the Integra II that may have what you need..
